Nicole serves as the Executive Director of P3 Plus and the main intake and coordinator for these services. In addition to her work at P3Plus, Nicole has had a successful 27 year legal career and continues provides consulting and legal services to various public and private clients, has expertise in real estate, land use, telecommunications, infrastructure development.

Shawn is an expert in creative deal making and finding solutions to difficult problems. He has had a successful career in various roles throughout the state and has curated a significant body of work. He understands the needs of local governments and has a track record of successfully finding ways to make things happen.
Richard Catten, J.D.
Richard serves as a consultant for multiple government entities in Utah, and he is instrumental in the current development of a luxury hotel, ski village, and military recreation resort in Wasatch County. While working in the West Valley City Attorney’s Office for over 25 years and serving as the City Attorney for six years, Richard orchestrated many public-private partnerships, including the construction of what is now known as the Maverik Center in West Valley City.
Hilary Venable Chief Administrative Officer
Hilary Venable is adept at making things happen. She provides administrative support and is instrumental in making sure that connections are made. Hilary has a long history of creative problem solving and decisive decision making.
Wayne Pyle, Board Member
Wayne Pyle sits on the P3 Plus board as an advisor to the facilitators. Wayne has significant expertise in problem solving and has provided direction for success to the facilitator organization.
